A conspiracy is defined as an agreement between 2 or more people to commit a crime at some point in the future. As definitions go, that one is pretty clear. Take out any one part of it and you lose all of what makes a conspiracy what it is. You need at least two people because if it was just you, it would just be an idea. The commit a crime part is pretty essential as well, as the crime is what makes it so hard to notice. People don't talk about crimes they plan to commit in public. They keep these things hidden from others for the obvious legal ramifications if caught.
Hence where this category comes from. Dotspiracy. It shares in all of the major elements of a conspiracy except for the blatant legal ramifications. They are a strange mixture of corporate dealings in grey areas with obvious hints of kickbacks and side deals with politicians and they're hidden in plain sight.
BUT.
Nobody is looking in plain sight. Even still, you can't look for something that you don't know exists.
